The Citizen Service Number Management Facility (Beheervoorziening or BSN, in Dutch) comprises the set of provisions responsible for generating, distributing, managing, and consulting the Citizen Service Number (BSN). It governs access to identifying data in backend authentic registries, such as the Municipal Personal Records Database (GBA) and the Non-residents Records Database (RNI). It also verifies access to verification registers for identity documents, which are crucial for authentication at service counters.
Objective of the Citizen Service Number Management Facility
The Citizen Service Number Management Facility ensures that an individual is not assigned multiple BSNs. Users of the BSN system also consult the facility to access linked personal data registrations. Government institutions can report and investigate errors or anomalies, particularly those concerning the uniqueness of the number. The facility also provides a user authorisation feature. Where feasible, it aims to leverage or further develop the government’s existing functionalities.
