The Roadmap for Digital Hard- and Software Security (abbreviated to DVHS in Dutch) was issued by the secretary of state for Economic Affairs and Climate Policy, the Minister of Justice and Security, and the Minister of Legal Protection. It presents a coherent approach to enable the Netherlands to lead the way when it comes to increasing digitally safe hardware and software. The government stimulates digital security across the entire market by setting requirements for the procurement of IT products and services. After all, government is a major user of IT products and services.

Prospective government suppliers must meet the procurement requirements for governmental cybersecurity; to ensure this, product development cycle criteria have been made part of the procurement policy.
In this manner, the government can improve the digital security for the entire product development cycle. By enforcing this procurement policy, the government can force the market to focus on the user side of digitally secure products, since the government is an important user.
