Developments outside Europe

Outside Europe, there are several collaborations that focus, among other things, on the digitalisation of the government. Some examples:

OECD

The mission of the Organisation for Economic Co-operation and Development (OECD) is to facilitate policies that will improve the economic and social welfare of citizens across the world. The OECD offers a forum in which governments can collaborate, exchange experiences and find solutions to common problems. Collaborating with governments is necessary to understand the effects of economic, social and ecological changes. Productivity, worldwide trade flows and investments are being monitored. The OECD also analyses and compares data, in order to predict future trends.

Topics:

  • In 2014, the OECD adopted a recommendation on Digital Government strategies. The OECD also consults with its member and partner states in the Senior Digital Government Officials (e-leaders).
  • Open Data is another important topic for the OECD. By making data sets available, public bodies become more transparent and accountable towards citizens. Companies can create innovative, citizen-centered services, if authorities are encouraged to use, re-use and distribute data sets.

With its bi-annual publication Governance at a glance, the OECD showcases the developments by OECD member states on these and other public sector performances.

United Nations

The United Nations is an intergovernmental organisation. This means that the 193 member states governments collaborate. The UN principles are laid down in the ‘United Nations Charter’. This document describes the rights and duties of the member states, as well as establishing the main bodies and procedures of the United Nations.
The UN uses the combined e-government development index to compare member states’ digital progress. It takes into account the telecommunications infrastructure, human capital and availability of digital services. There is also an e-participation index. Since 2008, this report has been published every two years.

World Bank

The World Bank is active in every major development area. It offers a broad range of financial products and technical assistance. It also aids countries by sharing and applying innovative knowledge and solutions.
