The Generic Digital Infrastructure (GDI) is a collective of standards, agreements (system), and facilities used by all public service providers for their digital services to citizens and businesses.
Building blocks forming the digital service delivery
The GDI is the government’s digital infrastructure, comprising various building blocks that together form the digital service delivery of the (central) government. These generic digital components are utilised across the entire public sector. Thus, the GDI is the foundation for public services to citizens and businesses and also facilitates collaboration among public organisations.
Part of MIDO and the Work Agenda Value-Driven Digitalisation
The GDI is an integral part of the Long-Term Programme for Digital Government Infrastructure (MIDO). Public service providers collaborate as a unified government within MIDO to modernise the GDI and improve service delivery.
In the Values-Driven Digitalisation Work Agenda, the modernisation of the GDI is a key aspect of track 1 ‘Everyone must be able to participate in the digital age’, priority 2 ‘Accessible, high-quality, and proactive services’.
Four domains, three types of building blocks
The GDI encompasses four domains: access, interaction, data exchange, and infrastructure. Each domain consists of several building blocks, categorised into three types: standards, agreements (system), and facilities.
- Standard: A set of rules outlining how individuals should develop and manage materials, products, services, technologies, tasks, processes, and systems.
- Agreements (system): Rules agreed upon, documented, and published by parties (government, industry, and academia) for the configuration of a generic function.
- Facility: A grouping of services offered to users, aimed at promoting uniformity and efficiency within the government.
The domains
1. Access
This domain focuses on agreements, standards and facilities for establishing digital identities of (non-)natural persons and determining the authority to act digitally on behalf of a person.
Building blocks: DigiD, DigiD Machtigen, eHerkenning, eIDAS, and BSN-koppelpunt.
2. Interaction
This domain deals with agreements, standards and facilities for interactive communication with citizens and businesses and the digital provision of official government publications.
Building blocks: MijnOverheid.nl, Message Box, MijnOverheid voor Ondernemers, Message Box for Businesses, Digitaal Ondernemersplein, Samenwerkende Catalogi, e-Factureren, Overheid.nl, Register van Overheidsorganisaties.
3. Data exchange
The focus of this domain is on the secure, reliable, and standardised exchange of data between government organisations, citizens, and businesses.
Building blocks: Digimelding, Digilevering, Stelselcatalogus, Beheervoorziening BSN, Digipoort, Standard Business Reporting (SBR).
4. Infrastructure
This domain covers the agreements, standards and facilities for the transport, storage, routing, monitoring, control, and security of exchanged data, including the connection to the exchange.
Building blocks: Diginetwerk, Digikoppeling, NORA, Open Standaarden (Forum Standaardisatie), PKIoverheid.
