In October, November, and December 2025, the Government-wide Cyber Programme will once again offer a diverse set of activities aimed at strengthening digital resilience across public sector organisations. The programme focuses on enhancing cybersecurity knowledge and sharing successful practices from both within and beyond government.
One of the highlights of the programme is the Government-wide Cyber Exercise, scheduled for 3 November 2025 (Dutch). This simulation challenges crisis teams to make high-stakes decisions under pressure and swiftly restore critical processes following a cyber incident. It serves as a practical opportunity for organisations to test and improve their preparedness in a realistic setting.
In the green room
In addition to practising at their preferred locations, crisis teams now have the option to take part in a centralised exercise in the ‘green room’ in Amersfoort. This format offers a more immersive and engaging experience. A limited number of teams will be selected to share their insights during or after the exercise, contributing to collective learning across the public sector. Cyber Webinars and Masterclass
Complementing the exercise, the programme includes a comprehensive series of cyber webinars throughout October and November. These sessions cover a wide range of current topics, including the implementation of the Cybersecurity Act (NIS2), digital sovereignty, the role of Cyber Threat Intelligence, and fostering secure online behaviour. Participants can tailor their learning by selecting from the available webinars to create a personalised schedule.
On 2 December, the programme will conclude with a cyber masterclass titled The Human Aspect of Incident Response. This session brings together experts from inside and outside government to explore the incident response cycle in depth, with a particular focus on the competencies and skills required at each phase.
Organisational Context
The Government-wide Cyber Programme is an initiative of the Ministry of the Interior and Kingdom Relations (BZK). ICTU is in charge of organisations. It represents a coordinated effort to raise the level of cybersecurity awareness and readiness across the Dutch public sector.
