This is why NORA Online released the new Guide to Developing and Managing Mobile Apps for the Dutch Government (Dutch) this summer. The guide includes tried and tested approaches and supports government organisations in making informed decisions when developing future-proof apps. It also outlines a framework for creating high-quality apps that meet policy requirements, technical standards, and user needs.
The guide supports everyone involved in developing or managing government apps, from policymakers and clients to IT architects, developers, UX designers, and testers.

A well-crafted app improves user experience, fosters greater trust, and broadens access. Consequently, it can increase citizens’ confidence in digital government.
The guide was developed with contributions from the Tax and Customs Administration, ICT Implementation Service DICTU, the Shared Service Centre-ICT (SSC-ICT), the Judicial ICT Organisation (JIO), and others, as part of the Enterprise Architecture Government (EAR). It is reviewed every two years to ensure it remains in line with the latest technological and societal developments.
