How to Deal with Secondary Victimisation Caused by Data Theft

Cybersecurity 25 August 2025

How do you minimise the impact of data theft? The Melissa partnership has published a set of best practices (practical advice and measures) for organisations affected by such incidents.

This guidance is aimed at organisations whose employees or clients are at risk of ‘secondary victimisation’ caused by data theft. Secondary victims are those who are not directly targeted but may still suffer consequences if their personal data is compromised.

View the Best practices here (Dutch).

The document provides valuable tips for every stage of managing a data theft incident. How to communicate effectively, for instance, and how to reduce the risk of identity fraud among employees and customers.

Partnership

Project Melissa is a collaboration between the Public Prosecution Service (OM), the police, the National Cyber Security Centre (NCSC), Cyberveilig Nederland and various cybersecurity companies. More about this project.

Previously, for example, it analysed the working methods of the Cactus ransomware group. By sharing this information, Melissa prevented almost 3,000 potential ransomware victims.
