Government-wide Services 5 December 2025

The government places citizens and entrepreneurs at the heart of digital services. Under the Netherlands’ Digitalisation Strategy (NDS), it is accelerating progress by collaborating with other government bodies, implementing organisations, and societal partners. What do these efforts achieve? Here’s an overview of key initiatives.

Proactive Service Delivery

On 9 September 2025, the ‘Proactive Service Delivery Hackathon’ took place. 90 participants contributed their input to shape the vision for proactive service delivery. This vision will be finalised by the end of 2025, with administrative decision-making expected in early 2026. Throughout 2026, government-wide efforts will begin to implement the outcomes of this vision process.

Vision for signal management

At the end of November 2025, the Government-Wide Consultation on Public Services (Overheidsbrede Overleg Publieke Dienstverlening, or OOPD in Dutch) adopted a government-wide vision for signal management (a citizen feedback system). Over the past months, an intergovernmental project team, led by the Ministry of the Interior and Kingdom Relations (BZK), worked intensively to develop this vision. It was created using an open-design approach, with input from over 60 government organisations during the process. Additionally, an intergovernmental sounding board group of directors contributed to shaping the vision. The OOPD also approved a plan to create a roadmap with experiments in early 2026, translating the vision into practice.

Redesigning chain processes

The Life Events Programme (Aanpak Levensgebeurtenissen in Dutch) is collaborating with other government bodies to revise 3 chain processes. The aim is to improve these processes, particularly where people encounter difficulties. The processes under review are:

  1. Proactively offering healthcare allowance (‘Zorgtoeslag’) to 18-year-olds.
  2. Enhancing the transition from youth care to adulthood support.
  3. Redesigning the government-wide process for entrepreneurs’ survivors.

Collaboration and next steps

The Public Services Department of the Ministry of the Interior and Kingdom Relations (BZK) is working on Priority 4 (Prioritising citizens and entrepreneurs in service delivery). Initiatives are already underway across all accelerators. During a working session, the acceleration team collectively further developed these accelerators. Each team member acts as an ‘ambassador’ for one of the accelerators.
