Electronic business with the Dutch government growing

Digital business 2 February 2026

The number of electronic invoices sent and received continues to rise. In 2025, the Dutch government received nearly 2 million electronic invoices from suppliers, accounting for 86% of the total.

Around half of these invoices arrived via the Peppol network, with government use of the network increasing each year. The reliability of electronic exchange has also improved. In 2021, 2.5% of invoices sent via Peppol were not delivered, often due to errors in the message, addressing, or infrastructure. By 2025, this figure had dropped to just 0.8%.

E-orders and timesheets

Beyond invoices, the government also exchanges other procurement messages electronically. Last year, over 216,000 electronic orders (e-orders) were sent to suppliers, with 22% of these transmitted via Peppol. Additionally, more than 231,000 electronic timesheets for contracted staff were sent to employment agencies and temp firms. Since 2025, these have also been exchanged via Peppol using the SETU standard format adopted by the staffing industry.

Faster and more accurate

Since 2017, the government has been required to accept electronic invoices, which can be exchanged directly between systems in a standard format. This reduces errors and speeds up processing. In the future, increasing communication with the Dutch government will be carried out entirely electronically.
