The topic of cloud computing is widely discussed across government, business, and, increasingly, among citizens. Maintaining collaboration and open dialogue is essential, which is why the NDS Cloud team has engaged with businesses from the outset.
Collaboration is key
Between November and December 2025, as well as in January 2026, 3 dialogue sessions took place. The purpose was to gather market insights by exploring key questions, such as: What constitutes a sovereign cloud service? What roles do market participants play in this? And how can we collaborate to realise this goal?
A total of 69 organisations took part in these sessions, ranging from Dutch and international startups to hyperscalers. This diverse group engaged in discussions with government representatives. Industry associations NLdigital and the Dutch Cloud Community attended as observers, with Ron Kolkman, Chair of the NDS Cloud Acceleration Team, leading the sessions.
The report
An open dialogue requires a public report. As is customary in such discussions, the report summarises the key themes without attributing specific statements to individuals or organisations. These dialogues highlighted the potential opportunities and the need for the government to make clear decisions to deliver sovereign cloud services.
