
On 3 June 2026, the European Commission (EC) unveiled its European Technological Sovereignty Package, comprising measures to enhance Europe’s capabilities in semiconductors, AI, cloud computing, and open-source technologies.
The package includes 2 legislative proposals (Chips Act 2.0 and the Cloud and AI Development Act), the Open Source Strategy and the Strategic Roadmap for Digitalisation and AI in Energy. With these plans, Europe aims to reduce its dependence on suppliers outside the European Union. According to the EC, the measures contribute to Europe’s AI ambitions, digital autonomy, and a sustainable digital future.
Components of the Tech Sovereignty Package

- Chips Act 2.0 aims to further stimulate the European semiconductor industry and the development of advanced semiconductor technologies used for AI.
- The Cloud and AI Development Act seeks to triple the capacity of data centres in Europe over the next 5 to 7 years. The law will also support innovation in advanced and sustainable technologies, with AI development required to be sustainable.
- The Open Source Strategy aims to expand open-source alternatives for cloud, AI, internet technologies, cybersecurity, and semiconductors. Open-source start-ups will receive support, and the maintenance and security of Europe’s open-source infrastructure will be further improved. The strategy also encourages the use of open source in public services, for example through procurement rules and best practices.
- The Strategic Roadmap for Digitalisation and AI in Energy aims to ensure the sustainable integration of data centres into Europe’s energy system.
