Cabinet opts for introduction of e-invoicing

The Cabinet aims to introduce e-invoicing and digital reporting for businesses by 1 July 2030. This requirement will help entrepreneurs automate their processes, strengthen the Dutch and European economies, and make it easier for the Tax and Customs Administration to enforce regulations effectively.

The initiative stems from the EU’s VAT in the Digital Age package, which includes new agreements on electronic invoicing and digital reporting. The rules will be introduced gradually over the coming years.

Research

The national legislative proposal will be further developed in the coming period and is expected to be submitted to the House of Representatives before the summer of 2027. Before then, several aspects will be examined, including secure and reliable data exchange and the broader implications for businesses, such as administrative burdens.

E-invoicing widely used

The use of E-invoicing is already widespread within the Dutch government. In 2025, the central government received nearly 2 million electronic invoices from suppliers, accounting for 86% of the total. Most of these are processed via Peppol.
