GBO: ‘Disclose once, share across multiple applications’

Government organisations must make data, such as income information, driving licences, and diplomas, available securely and easily. The Common Source Disclosure programme, known in Dutch as Gemeenschappelijke Bronontsluiting (GBO), is a government initiative that develops a standardised approach to data disclosure, enabling government organisations to share their data across multiple applications.

This initiative supports national and European developments, including the European Digital Identity (EUDI wallet), the Once-Only Technical System (OOTS), and sharing by consent with private service providers (DvTP). GBO’s motto is: ‘disclose once, share across multiple applications’. Citizens are at the centre, deciding when and with whom to share their data. If you are interested in GBO’s development, here are several ways to stay informed:

Stay up to date with GBO

Information site

The GBO information site (Dutch) provides up-to-date information on the programme’s progress, objectives and planning. You can also read more about its relationship with related Dutch digital infrastructure projects, including the Federatief Datastelsel (FDS, a federated data system for Dutch government agencies), the Generieke Digitale Infrastructuur (GDI, a generic digital infrastructure), the Uniforme Bronontsluiting (UBO, a uniform source disclosure pilot) and GBO’s own planning. The site also explains the GBO pilots and new developments within the programme.

Documentation environment

The documentation environment on GitHub (Dutch) contains the detailed technical elaboration of GBO. Here you will find the Global Design, the Project Start Architecture, the Technical Design, the Technical Requirements and the Semantics. The documentation is still under development and will inform further decision-making and the start of the development phase. The components are submitted for review step by step.

Demo environment

The GBO demo environment (Dutch) shows how the proposed solution could work in practice. Here, you can also try it out yourself. The demo is under development and uses test data. It runs live on the FDS simulation environment.
