The organisations listed here collaborate with government ministries to advance the digital transformation of public services. Their work spans implementation, digital infrastructure, knowledge development, innovation, standards, and oversight.

Administrative collaboration
  • The Association of Netherlands Municipalities (VNG) represents all 342 Dutch municipalities, supporting them with digital challenges, ranging from setting standards to providing shared services and promoting knowledge exchange.
  • The Interprovincial Consultation (IPO) (Dutch) is the umbrella organisation for the 12 Dutch provinces. It brings provinces together administratively and promotes collaboration on themes such as data sharing, information security, and digital service delivery.
  • The Dutch Water Authorities represent the 21 Dutch water authorities and support joint digital developments, particularly in data management and information security.
  • On behalf of the 21 water authorities, Het Waterschapshuis (Dutch), a joint subsidiary company of the Dutch Water Authorities, develops and manages shared ICT facilities, providing the digital foundation needed for collaboration and operational execution.

Implementation and digital infrastructure
  • Logius develops and manages the national digital infrastructure for the Dutch government, including services such as DigiD, MijnOverheid, and Digikoppeling. These enable citizens, businesses, and government bodies to communicate securely online.
  • RINIS oversees and advances systems that guarantee secure data exchange between government organisations.
  • SSC-ICT (Dutch) provides ICT services for a wide range of ministries, including workstations, networks, security provisions, and application management.
  • Dienst ICT Uitvoering (DICTU) (Dutch) delivers ICT services for executive agencies and regulatory bodies within the central government, from stable systems to support for digital innovation.
  • The Netherlands Enterprise Agency (RVO) helps entrepreneurs, organisations, and government bodies implement schemes across various ministries. Its services are mainly digital, including grants, permits, and personalised advice.
  • The Centre for Official Government Publications (KOOP) (Dutch) manages digital platforms for government information, publishing official announcements, legislation, and other government documents.
  • ICTU supports government organisations with digital challenges and develops and guides projects in digital service delivery, data exchange, and information provision.

Knowledge, innovation and support

Architecture and standards
  • The Netherlands Standardisation Forum promotes the use of open standards within government. It manages the ‘Comply or explain’ list and supports its implementation.
  • The Dutch Government Reference Architecture (NORA) (Dutch) outlines frameworks and principles to ensure coherence across digital government. It assists organisations in designing and structuring digital services.
  • NL Design System (Dutch) helps design accessible digital government services by offering reusable components, guidelines, and a knowledge base to support user-friendly service delivery.
  • Geonovum develops and manages standards for geospatial information, enabling government bodies to share and use geographical data in a uniform way.

Oversight and resilience
  • The National Cyber Security Centre (NCSC) assists central government organisations with threat intelligence, advice, and coordination during cyber incidents.
  • The Government-wide Cyber Programme raises awareness of digital threats and risks among executives and staff. It conducts exercises with realistic scenarios and hosts webinars to help prevent cyber incidents.
  • The Dutch Data Protection Authority (AP) oversees compliance with legal rules for the protection of personal data. It also offers advice on new legislation and privacy regulations.
  • The upcoming House of Cyber (Dutch) in The Hague will bring together the National Cyber Security Centre, the Ministry of Defence, the police, and the Netherlands Forensic Institute to collaborate on digital resilience.
