The transition period during which governments can offer online services with reduced assurance level will be extended by three years, until July 1, 2028. This extension provides additional time to make higher login levels (substantial and high) more widely accessible.
Why the extension?
The Digital Government Act (Wdo), which took effect on July 1, 2023, mandates that governments provide digital services at a minimum ‘substantial’ level. However, beginning 1 July 2025, many digital government services will only be accessible through a high assurance login level. Currently, over 7.5 million users have yet to enable this feature. This is why the transition period has been extended by three years.
What steps is the government taking?
Over 16.5 million people use DigiD, and 9.2 million have upgraded their accounts to the ‘substantial’ assurance level. More than 7.5 million people have yet to activate a higher level of assurance. Some have not done so because it is not currently mandatory. To help more people log in at a higher assurance level, the Ministry of the Interior and Kingdom Relations is developing solutions such as:
- a counter solution for those without a suitable Dutch ID card
- a more accessible login option with DigiD ‘high’
- a desktop version for users without smartphones
