These include European regulations and directives, as well as Dutch laws, which also affect provincial authorities. To address this, the Interprovincial Consultation (IPO) issued guidelines for provincial legislation on digitalisation. This guide provides an overview of applicable laws, recent developments, timelines, and their implications for provinces.
The guidance can serve as a starting point for action and for implementation plans. It is intended for managers, policy advisors, information managers, and other professionals within the Dutch provinces who are involved in translating legislation into organisational tasks. For further development, it is important to involve both legal and technical expertise within the provinces.
Impact on provinces by topic
The legislation is organised by topic. For example, digital service provision is covered by the Services Act, while data protection is addressed by the Cyberbeveiligingswet (Cbw), which implements the NIS2 Directive in the Netherlands. The guide outlines the impact of each law, regulation, or directive on provinces, making it immediately clear what needs to be done, though the approach may vary by province. The IPO has established various interprovincial professional and working groups to address these issues.
