The Electronic Administrative Communications Modernisation Act (in Dutch, Wet modernisering elektronisch bestuurlijk verkeer, abbreviated Wmebv) will come into effect on 1 January 2026. But how is the implementation progressing? The Association of Netherlands Municipalities (VNG) is conducting research into how far municipalities and joint arrangements have come in preparing for the new legislation.
How this questionnaire benefits organisations
By completing the questionnaire:
- Your organisation will gain insight into its own progress on implementation.
- You’ll be able to compare your results with those of other local authorities and joint arrangements.
- You’ll help shape the targeted support offered by the VNG.
- You’ll contribute to resolving common challenges across the sector.
Any civil servant involved in the Wmebv within municipalities or joint arrangements can complete the questionnaire. This includes project leads or Wmebv coordinators, (digital) service managers, and information managers. The questionnaire can be completed via the Berenschot website (in Dutch) and will remain open until 17 October 2025. It takes approximately 30 minutes to complete.
The results will be used to inform discussions with the Ministry of the Interior and Kingdom Relations (BZK). They will serve as supporting evidence for the progress report to the House of Representatives.
What does the Wmebv entail?
The Wmebv requires administrative bodies to be able to receive formal messages from citizens and businesses electronically at all times. This grants citizens and businesses the right to communicate officially with the government in a digital format.
