How are the Algorithm Framework and the Algorithm Register applied in the real world, and what could be improved? The Auditdienst Rijk (ADR) examined these questions on behalf of the Ministry of the Interior and Kingdom Relations. The 2 new research reports are now available and offer insights.
The research shows, among other things, that the Algorithm Framework could be more accessible and that organisations need more support to complete the register. The ADR makes several recommendations to this effect.
The research reports
As the research reports are currently only available in Dutch, we summarised their key findings:
- Bottlenecks: 6 out of 8 organisations do not know the Framework; it is not integrated into daily operations (for developers), and it contains vague, disproportionate rules, which is why organisations struggle to demonstrate compliance
- Opportunities: The Framework is a solid first step toward harmonising rules, provided it better aligns with the technical mechanics and core purpose of algorithms.
Key recommendations include:
- Make it dynamic: Use a tool like a decision tree (step-by-step flow chart) so organisations can instantly see which proportional rules apply to their specific algorithm type and lifecycle phase.
- Clarify roles: Define concrete responsibilities across the three lines to eliminate blind spots, especially when external suppliers are involved.
- Formalise and harmonise: Grant the Framework mandatory status via the CIO Council and align definitions with the EU AI Act and BIO to reduce administrative burden.
- Provide practical support: Help organisations with templates and interactive sessions to improve auditability and build skills.

Developing together
The Algorithm Framework helps government organisations deploy algorithms and AI responsibly. It brings together existing laws, rules and practical tools. The register shows which algorithms government organisations use and for what purpose. Its development is open source, with room for practical input. Would you like to contribute?
