How can local authorities ensure they are prepared for a crisis? A new guide, ‘Handreiking Weerbaarheid en Veerkracht op Lokaal Niveau’ (‘Resilience at Local Level’) from the Association of Netherlands Municipalities (VNG) offers practical support.
The document lists 41 measures to help local authorities prepare for a crisis or disaster. These include drinking water supply, emergency generators and strengthening vital services such as energy and the internet. Communication with residents and collaboration with social partners are also covered. For implementation, the VNG refers to supporting resources such as scenario studies, impact analyses and digital twins. This provides municipalities with insight into vulnerabilities and solutions.
