How can local authorities ensure they are prepared for a crisis? A new guide, ‘Handreiking Weerbaarheid en Veerkracht op Lokaal Niveau’ (‘Resilience at Local Level’) by the Association of Netherlands Municipalities (VNG) offers practical support.
The document outlines 41 measures to help local authorities prepare for crises or disasters. These include measures for drinking water supply, emergency generators, and the strengthening of vital services such as energy and internet access. It also covers communication with residents and collaboration with social partners. For implementation, the VNG refers to supporting resources such as scenario studies, impact analyses, and digital twins. These resources provide municipalities with insight into vulnerabilities and potential solutions.
