The Government-Wide Digital Policy Consultation (OBDO) has officially adopted the Agreement Framework for the Federated Data System (FDS), establishing a clear foundation for organisations within it. This marks a significant step towards responsible and standardised data sharing across government.
With this decision, the OBDO builds upon the earlier approval from the Intergovernmental Data Consultation (IDO). The agreement clarifies what organisations can expect from each other and what they must comply with, establishing a shared framework for data collaboration.
Standardised and responsible data sharing
The FDS Agreement Framework outlines common rules for finding, sharing, and responsibly using data across government. It includes technical, semantic, legal, and organisational agreements that improve data use. In addressing societal issues, for instance, or providing services to citizens and businesses. Using standardised agreements simplifies collaboration and makes it more transparent.
From agreements to action
The OBDO’s formal adoption demonstrates broad administrative support. It aligns with the Netherlands’ Digitalisation Strategy (NDS), which prioritises faster and more effective data sharing. The agreements will be further developed over the coming period, drawing on practical experience.
Organisations can utilise the Quickscan to connect with the FDS dataset (Dutch) and evaluate what participation entails. The agreements are available at realisatieibds.nl (Dutch).
