Practical Travel Guide for Responsible Use of AI at Municipalities

AI (Artificial Intelligence) 11 June 2025

The City of Breda and the Association of Netherlands Municipalities (VNG) have published a digital user manual for municipalities seeking to deploy AI responsibly. This practical ‘travel guide’ is packed with tips, tools and travel conditions.

The guide illustrates 13 distinct journeys highlighting how Breda utilises AI and the advantages it offers. These journeys cover areas such as public affairs, finance, data analytics, and communications.

Benefits in Breda

Breda municipality achieves an average savings of 14 hours per employee per month through the use of AI applications. These tools encompass transcription of spoken interviews, streamlining written content, and retrieving relevant information from files. As a result, employees gain more time for additional tasks. Additionally, the quality of service improves, and civil servants express higher job satisfaction, as reported by VNG.

Pilot program expanded to additional municipalities

The pilot program in Breda municipality is one of 15 pilots addressing Execution power and Labour market tightness (Dutch), funded by the VNG. The positive outcomes and insights gained from Breda are leading to the expansion of this strategy to additional municipalities.

For each municipality

The manual features a comprehensive roadmap and a practical toolkit, including travel templates, prompts, and videos. It is suitable for all municipalities.

Please view the travel guide ‘Responsible Deployment of AI in Municipalities’ on the VNG website (Dutch). Additionally, read the news item about the travel guide (Dutch).
