Revised Assurance Levels Regulatory Assistance Tool 

Digital Government Act 18 April 2025

The Assurance Levels Regulatory Assistance Tool (Regelhulp betrouwbaarheidniveaus in Dutch) has undergone a significant revamp. The user-friendliness and usability of the tool have been greatly improved through several enhancements. This online interactive tool provides government agencies with insights into the classification of their services based on a series of questions. This classification is a requirement of the Digital Government Act (Wet digitale overheid, abbreviated Wdo in Dutch). It serves as the initial step for service providers in connecting to the System Access. 

Feedback  

The further development of the tool was primarily driven by user feedback and initiated by the System Access Programme. The main change is that the original set of questions has been divided into three parts, which can now be worked through independently. Previously, each classification required answering questions from earlier modules. 

Fewer questions  

The content of the questions remains the same. But the total number of questions that need to be completed has been reduced. For each section, the necessary information for preparation is specified in advance. Additionally, an explanation of legal terms is provided in a separate appendix. 

Background  

The Wdo establishes stricter requirements for accessing government services. The Ministry of the Interior and Kingdom Relations (BZK) is currently developing the System Access. This system will simplify the process for service providers to securely connect to all authentication and authorisation services, both public and private. 

The Netherlands Enterprise Agency (Rijksdienst voor Ondernemend Nederland, abbreviated RVO in Dutch) developed the ‘Regelhulp’ based on the Ministerial Regulations on Assurance Levels.
