What can municipalities do to enhance their digital autonomy?

Digital Autonomy 27 May 2026

The Association of Netherlands Municipalities (VNG) has published a new webpage on digital autonomy, outlining the concrete steps local authorities can take now to reduce their dependence on digital systems and suppliers.

This dependence carries risks, including threats to service continuity, data protection, and the freedom to make independent decisions. This is why local authorities are seeking to enhance their digital autonomy.

On its new webpage, the VNG lists what local authorities can do independently (Dutch), as well as the actions the association is taking to strengthen their digital independence.

Taking control of the digital environment

The VNG stresses that this will take time. Local authorities operate within existing contracts, systems, and supply chains. However, the association believes there are already concrete steps that can be taken now. The VNG emphasises that local authorities do not need to wait for national or European solutions; they can act locally to gain greater control over their digital environment and dependencies.

What can local authorities do now?

The VNG further highlights several measures local authorities can implement immediately. For example, they can gain better insight into their supplier dependencies, set stricter requirements for procurement and tenders, and collaborate more closely with other government bodies. The use of open standards and open-source solutions is also recommended.

The importance of knowledge and awareness

In addition, the VNG emphasises the importance of building internal expertise. According to the association, this enables local authorities to make informed decisions about digital services and technology.
