As of January 2026, the Netherlands Digitalisation Strategy (NDS) has streamlined its approach by merging 2 of its 4 interventions. This change improves clarity and operational effectiveness by reducing the total number of interventions from 4 to 3 while retaining the existing 6 priorities.
The Standards and Collective (solutions) interventions and ‘building blocks’ were consolidated due to significant overlap. Within theĀ Generic Digital Infrastructure (GDI), building blocks include governance agreements, standards, and shared services. Effective use of collective solutions or building blocks is nearly impossible without underlying shared standards.
Enhanced coherence
Given their interdependencies, these 2 interventions have been combined into a single intervention: Standards, Collective Solutions, and Building Blocks Approach. This simplifies the work of government professionals working on these topics, reducing duplication and fostering greater alignment. Their teams have now been unified into a single intervention team.
Intervention teams
The remaining 2 NDS interventions, Legislation and IT Sourcing & Bundling Procurement Power, remain unchanged, each retaining its own dedicated team and coordinator. These teams drive generic improvements and help advance priorities by addressing barriers, such as those in legislation or procurement terms.
