PCP-WISE: Using Satellite Data for Water Management

The European PCP-WISE (Pre-Commercial Procurement for Water Management Innovation from Space for European Climate Resilience) project was launched on 1 January 2025. This project uses satellite data and digital technologies to help water authorities and municipalities cope with climate change. 

Climate change poses increasing challenges to water managers. The European Commission aims to be better prepared for these changes. It has therefore initiated the European PCP-WISE project in collaboration with the Water Authorities and STOWA, among others. By leveraging satellite data with field measurements, water managers are provided with up-to-date information on soil moisture, groundwater levels and crop growth. With these digital tools, they can react more quickly and accurately to extreme changes. The Water Authority and STOWA will involve European knowledge centres, commercial partners and public agencies to develop innovative solutions together. 

Standardised data  

Water has no boundaries. PCP-WISE develops standardisation for data and methodologies. As a result, collaboration between European water authorities will be easier. This is essential for managing rivers such as the Vecht, Rhine, Maas and Vecht, as their origin extends beyond Dutch borders. 

The project uses Pre-Commercial Procurement (PCP). This process challenges market players to develop innovative solutions for climate-proof water management. High-potential initiatives go through 3 phases before being deployed. 

Frontrunner 

The Water Authorities and STOWA are dedicated to accelerating the Dutch water sector. Both innovation and joint efforts are essential to mitigate the impacts of climate change. Through robust and comprehensive partnerships, the Netherlands continues to be a leader in smart and digital water management. 

About the Dutch Water Authorities and STOWA

Dutch Water Authorities is the governing body for the 21 water authorities in the Netherlands concerning the digital transformation.

STOWA (Acronym for Foundation for Applied Water Research) is the knowledge and innovation hub for the Dutch Water Authorities. As such, it aims to initiate and support research on water quality, water safety and climate change.
