In the following table, you will find a description of priority 4.2 “Improve Data Management for Citizens and Organisations” with the desired results for 2024 and the organisations responsible for implementation:

1. Implement laws and regulations (new and existing), actively comply with frameworks related to data through awareness among employees, and ensure transparency about this.
  • Deliver the ADR independent research result (implementation of Motie#21).
  • Prepare implementation of the Digital Governance Act and the Data Act.

2. Support responsible data sharing by incrementally establishing a Federated Data System (FDS).
  • Advisory function on responsible data sharing established.
  • Generic FDS functions tested. Examples: gatekeeper function that checks whether data sources may be linked; the regulator that monitors compliance with the system agreements; and the catalogue that provides insight into the supply of data.
  • Data sharing laws and regulations are prepared.
  • Standards developed/determined.

3. Set up a proper data management system that gives insight into the data available, its significance in relation to policy and law, data classifications, the parties with whom the data are shared and the parties responsible.
  • Data catalogue standard developed.
  • The data quality framework is the basis for quality improvement by data holders.

4. Increase the supply of open data from the central government, local and regional authorities and public organisations.
  • Open Data Directive Implementing Act (revision of the Reuse of Government Information Act).

5. Use data opportunities presented by innovation through collaboration between governments, markets and the scientific community.
  • Intergovernmental data cooperation initiatives launched around social tasks of housing and nitrogen.
