EC Launches DC-EDIC to Strengthen Digital Sovereignty

Digital Commons 31 October 2025

On 29 October 2025, the European Commission established the Digital Commons European Digital Infrastructure Consortium (DC-EDIC). Founding members France, Germany, the Netherlands, and Italy will lead the initiative, with all EU countries invited to join under transparent terms.

Europe’s reliance on external digital technologies poses risks to its economy and democracy. DC-EDIC addresses this by promoting open, interoperable, and homegrown solutions.

DC-EDIC’s mission

DC-EDIC aims to reduce Europe’s dependence on non-European digital infrastructure by fostering collaboration among governments, businesses, and civil society. Together, they will develop shared digital infrastructure, data platforms, and services, all of which will be released as open-source software.

Key Actions

  • Central Hub: DC-EDIC will provide funding, expert advice, and technical support.
  • Cross-Border Projects: It will coordinate initiatives to enhance Europe’s digital independence.
  • Transparency and Recognition: By 2027, DC-EDIC will publish an annual ‘State of the Digital Commons’ report and introduce a forum and awards to highlight progress.
