European governments join forces on sovereign generative AI

Artificial Intelligence (AI) 31 July 2026

By signing the grant agreement (ID 101298736) for the EuropAI project (European, Reusable Generative AI for public administrations), public authorities from the Netherlands, Denmark, Belgium and Luxembourg are joining forces to accelerate the adoption of sovereign, secure and reliable generative AI solutions across Europe’s public sector.

European governments currently rely heavily on generative AI technologies developed by non-EU suppliers, such as ChatGPT. Although widely used, these technologies do not fully meet European requirements for digital sovereignty and regulatory compliance.

Solutions in 3 key areas

The EuropAI project will create a trusted environment where participating countries can jointly develop, test and share generative AI solutions. This includes building shared infrastructure, developing implementation blueprints, preparing compliance documentation and establishing a common collaboration platform.

EuropAI will procure, test and deploy European generative AI solutions in 3 key areas:

  • Legal and administrative simplification
  • Urban analysis and spatial planning
  • Digital assistants for interacting with citizens

4 work packages

EuropAI was officially launched at its kick-off meeting on 29 and 30 June. During the meeting, the consortium partners introduced their organisations, agreed on the project objectives and outlined how the project would be delivered. 4 work packages have been established to support collaboration between the consortium partners and accelerate the adoption of sovereign and trusted generative AI solutions:

  1. Project management, coordination and compliance
  2. Implementation framework
  3. Generative AI solutions and pilots
  4. Impact, community management and engagement

Strengthening European AI capabilities and infrastructure

EuropAI is part of the GenAI4EU network, which aims to accelerate the roll-out of scalable and replicable generative AI solutions across public services in Europe.

The solutions developed through EuropAI support the objectives of the Digital Europe Programme, the Netherlands’ Digitalisation Strategy (NDS) —specifically Priority 3: Artificial Intelligence—and the Netherlands’ International AI Strategy. They will help strengthen European AI capabilities and infrastructure and make better use of them, while supporting responsible AI procurement and the wider adoption of these solutions.
