Presentation of Rules as Code action plan

At the Rules as Code Europe Congress 2026, a new multi-year action plan was presented. The plan aims to steer ongoing development, foster collaboration, and expand the adoption of machine-readable regulations across Europe in the coming years.

The conference brought together 250 international policymakers, lawyers, tech experts, researchers, and professionals. One key question was: How can we design legislation and regulation for use in digital environments? The aim is to improve transparency and consistency in public services.

Getting started

Throughout the conference, participants engaged in 3 thematic tracks:

  • Building a European Rules as Code community
  • Bridging the gap between practice and policy
  • Developing and sharing expertise

Through keynotes, workshops, and interactive sessions, participants shared experiences, explored new collaborations, and discussed steps to advance Rules as Code.

The Action Agenda

The Action Agenda sets out practical measures to promote collaboration between countries and organisations, knowledge sharing, and implementation in the years ahead. These measures include developing shared standards, establishing joint experiments, and further professionalising the field. Mark Vermeer, a member of the Interoperable Europe Board, symbolically received the plan during the conference, connecting it with the broader European Interoperability Agenda.
