Quality of base registries remains high

Base registries 2 September 2026

The annual quality assessment found that link quality between Dutch base registries remains high in 2025. Moreover, quality has improved in several areas.

Reliable, up-to-date data are essential to deliver high-quality services to citizens and businesses and to address societal challenges such as housing construction and the energy transition. As the Federated Data System (FDS) develops, maintaining insight into the quality of frequently used government data remains crucial.

2025 quality measurement results

The measurement reveals the following key results:

  • Nearly 100% of individuals have consistent address data in the Personal Records Database (BRP) and the Key Register of Addresses and Buildings (BAG). 99.9% of individuals in the BRP have a correct BAG link.
  • 1% of residential objects in the BAG are listed as addresses in the Cadastral Register (BRK), up 0.1 percentage point.
  • 1% of establishments in the Business Register (Handelsregister) have an address linked to a valid residential object ID, also up 0.1 percentage point.
  • 5% of organisations in the Non-Natural Persons Register (BRV) have a Chamber of Commerce (KvK) number, up 0.1 percentage point from last year.
  • 5% of organisations that own or use a Property Valuation Act (WOZ) object are linked to the Business Register, up 0.7 percentage points.

Quality insights

In addition to link quality, registry-level quality is also transparent. The new Quality Registry Tool (Dutch) allows you to view measurement results for various quality aspects and compare them with established standards.

Get started with data quality

On 1 October, the Intergovernmental Data Strategy is organising the Dutch-language webinar ‘Grip op datakwaliteit’ (Control over data quality). The event will focus on the results, the new Quality Registry Tool, and ways to improve data quality. Register now via the agenda item on the IBDS website (in Dutch).
