FSC 2.0 simplifies secure data exchange across government

Data 1 June 2026

Federated Service Connectivity (FSC) was recently added to the Standardisation Forum’s (Forum Standaardisatie) ‘comply or explain’ list (Dutch). The move is expected to encourage wider adoption of the standard across government.

As more data exchange takes place through APIs, requirements around security, logging and data governance continue to grow. FSC provides a common framework for secure data exchange between organisations. FSC 2.0 builds on this foundation by reducing the need for separate agreements each time data is shared. The standard provides a common framework for issues such as who may use data, under what conditions and for what purpose.

Getting started with FSC

Organisations retain control over their own systems and data, while collaborating securely with other parties through shared agreements. In line with the NDS’s Data priority,  RINIS, VNG Realisatie and Logius are encouraging organisations to adopt FSC. Their efforts focus on practical support, knowledge sharing and interoperability.

The FSC website (Dutch) provides documentation, implementation guidance and practical examples for organisations looking to get started with FSC 2.0.
