The government is now transmitting temporary workers’ e-timesheets through the Peppol network. This ensures a reliable, secure, and fully standardised process. As a result, the Netherlands is setting the global standard in this field.
Last year, the Dutch Tax and Customs Administration demonstrated (Dutch) that Peppol could be used to send electronic timesheets. The government has since adopted this method for communication between hiring systems and temporary agency suppliers. Since the summer of 2025, DUO has already sent over a thousand timesheets to Randstad, a global HR and staffing firm, via Peppol. This method of exchange has proved reliable and secure, with no reported downtime so far.
SETU Standard
The timesheets must comply with the Dutch SETU standard and are sent in this format via Peppol. This standard ensures that electronic hiring messages comply with industry agreements, enabling seamless processing across different systems. The Peppol network guarantees secure and reliable delivery while verifying that messages meet the standard, ensuring recipients can process them correctly.
In the future, Peppol will be used for additional types of electronic procurement and hiring messages. The government will continue to promote the use of open standards, consistent with European and international agreements.
