On Wednesday, 3 December 2025, the first Government-Wide Monitor on Generative AI was published. This report reveals how public sector organisations are deploying GenAI, the opportunities it presents, and the challenges they face.
Artificial Intelligence is transforming society at breakneck speed, impacting both citizens and businesses. Within the Dutch government, the use of generative AI (GenAI), such as chatbots and internal AI assistants, is rapidly expanding.
In 2024, the Government-Wide Vision on Generative AI was published, announcing a monitor to track GenAI adoption across public sector organisations. Additionally, the Netherlands Digitalisation Strategy (NDS) commits the government to accelerate AI adoption collectively. This monitor is part of one of the NDS’s AI acceleration initiatives.
Key Findings
The first monitor highlights several significant conclusions:
- The number of GenAI applications grew from 8 to 81 in just 1 year.
- Local councils are leading the way with chatbots and internal AI assistants.
- Nearly half of all applications (37) are already in the implementation phase and integrated into standard processes.
- Civil servants are gaining increased access to GenAI, boosting their AI literacy.
- Use cases offer valuable insights into success factors, challenges, and best practices for the public sector.
TNO Recommendations
Based on the research findings, TNO has formulated several recommendations:
- Prioritise societal challenges in AI development.
- Involve experts and end-users in both development and procurement.
- Assess long-term organisational and workforce impacts.
- Promote reusability of AI applications.
- Strengthen procurement’s role in AI adoption.
- Address digital dependencies.
- Allocate time for impact assessments.

Relevance to the NDS
This priority focuses on supporting Dutch and European language models. The monitor offers insights into current usage and challenges, while recommendations on procurement, expertise, and scalability align with the NDS AI accelerators. Work in these areas will continue over the coming years.
