New technologies in public service delivery

Artificial Intelligence (AI) offers significant opportunities to enhance government service delivery, improving efficiency and the quality of interactions with citizens and businesses. Over 1.5 million people in the Netherlands already use generative AI, a form of AI that employs complex algorithms to create new content, such as text, images, or videos. A well-known example is ChatGPT.

By leveraging generative AI, the government can personalise its services and make them more accessible to a wider audience. One of the most obvious applications is the use of chatbots. These systems can provide quick and accurate responses to queries about tax returns, permits, or social benefits. In some cases, they can even assist with complex matters like objection procedures. This significantly reduces waiting times for individuals and alleviates the workload for government employees.

Personalised Communication

Generative AI can also produce tailored, understandable communication, such as letters, emails, or reports customised to an individual’s situation. AI can analyse data and convert it into clear, accessible texts, ensuring citizens and businesses are better informed about their rights and obligations. This contributes to a more transparent and people-centred government.

Policy Development

Additionally, generative AI plays a key role in analysing large datasets to support policy and decision-making. By identifying trends and patterns, government bodies can respond more effectively to societal developments and better address citizens’ needs.

Privacy and Ethics

However, the use of generative AI in government also poses challenges. Privacy and ethics are paramount. The government must handle sensitive data with care and maintain transparency over how AI systems operate. Ensuring fairness and reliability in AI-driven decisions is equally critical.

In summary, generative AI provides the government with an opportunity to improve its services. However, this technology must be deployed in a responsible and strategic manner.
